Re: 2018 Transit Shelter Program – Additional Alternate Locations

Recommendation

That the Commission APPROVE the following list of alternate shelter locations for possible installation of non-advertising shelters in 2018:

  1. Hyde Park south of Oxford southbound
  2. Oxford east of Fanshawe College Blvd westbound
  3. Culver east of Third westbound
  4. Fanshawe College Blvd north of Fleming northbound
  5. Stanton south of Fanshawe Park Road southbound
  6. Aldersbrook south of Brunswick southbound
  7. Dundas west of Lyle eastbound
  8. Highbury at Godfrey southbound
  9. Dundas west of Elizabeth westbound

It being noted that:

  • the sites are subject to approval by the City of London (i.e. sightlines, utility locates, traffic flow and safety); and
  • if required, a signed encroachment agreement by the property owner must be obtained.

Background

At the April 25, 2018 meeting, the Commission approved warranted shelter locations for 2018, made up of ten highly ranked stop locations that met the current shelter warrant criteria and two alternates should one of the top scoring locations not be feasible for installation. The original approved list is set out in the table below).

Alternates are required in the event that a location is determined to be unusable due to sightline or encroachment issues. The 2018 list set out in the table above included a number of locations that either have sightline issues (therefore not approved by the City of London) or encroach onto property where an agreement cannot be obtained. The table below sets out the status of the 2018 Shelter Program installation including reference to locations where shelters will not be able to be installed as part of the 2018 program.

In the cases where an encroachment agreement has not been reached, due to property owner concerns, the location will be removed from the shelter priority list and not considered for future installation.

Due to installation issues at present, and locations that can no longer have shelters installed due to site changes post construction, nine additional warranted shelter locations have been added to the 2018 Shelter Program for consideration.

It is estimated that the cost of the 2018 shelter program will be approximately $68,000 which has been included in the 2018 capital budget program. Subsequent to confirmation of the locations from the list set out above, shelters will be installed. It is anticipated that all shelters for the 2018 program will be installed by late fall 2018.
