Background

The Commission’s 2019-2022 Business Plan includes as a key strategy: the ongoing review of organizational structure in an effort to ensure the most effective and efficient use of resources. Also included as a key strategy is the integration of conventional and specialized services.

In response to these strategies, an organizational change has been implemented that results in the transfer of responsibility for the specialized service to the Director of Operations (previously the responsibility of the General Manager). This transfer is viewed as a key requirement to ensure that decisions made going forward with respect to public transit services are viewed in a manner that will ensure progression toward better integration of the two services, and had been planned to occur as soon as resources were available

In addition to the transfer of responsibility for the specialized service, efforts are underway to recruit for a Manager of Service Integration. This new role will oversee the specialized service as well as other service options that may be implemented going forward as alternative service delivery options are assessed and implemented. While given the current circumstances with COVID-19 and placing all operating expenditures under strict review, the filling of this position was deemed essential at this time given the expectation that as the organization navigates a path through the pandemic period, additional focus will need to be directed at different ways of delivering public transit services. The position is accommodated within the approved 2020 operating budget.
