Re: 2025 Work Program – Fleet & Facilities – Second Quarter Update

Background
The following report is provided as an update on major projects as set out in the 2025 Work Program that are ongoing in nature and were scheduled to commence and/or to be completed in the second quarter, with the lead on same being the primary responsibility of Fleet & Facilities.
10.1 – 2025 Bus Replacement
As has been previously communicated, the 2025 replacement bus order was significantly delayed. These delays, coupled with the ongoing labour-force issues in the fleet and facility department, have resulted in issues with bus availability. While all of the 2025 replacement buses have now been received, they have not all been prepped and placed into service (it takes approximately 15 working days for a bus to be equipped with the required ancillary equipment before it can be placed into service). As with any new bus order, issues with this order have been identified that need to be assessed and addressed as appropriate, this process is ongoing. The department will continue to prioritize having the required number of buses available for the fall service schedules, however it is anticipated that there may be challenges in achieving this in September. As set out in Staff Report #4, dated August 27, 2025, consistent with past practice, a list of runs has been identified for possible cancellation should bus availability be an issue on any given day.
10.2 – Facility Upgrades – Highbury & Wonderland Facilities
The upgrades included in the 2025 capital program relate to both facilities. Projects included in the facility upgrade capital program are intended to ensure the facilities are maintained in a state of good repair as well as to address any issues identified by the Occupational Health and Safety Committee.
Projects that were completed in the Second quarter include:
- New power lift gates replaced – Wonderland facility
- Block wall replacement on the South side of A barn – Highbury facility
- 21 Track door replacement – Highbury facility
- New venting installation – Wonderland facility
- 18 Hoist rebuild of concrete flooring – Highbury facility
- Fire monitoring panel replacement – Wonderland facility
- Backflow replacement valves throughout both facilities
The remainder of the 2025 projects include:
- Replacement of garage doors in various Barns
- Interior painting in both facilities
- Asphalt replacement at both facilities
- Concrete repairs at both facilities
- Replacement of exterior fascia salt barn – Wonderland facility
- Replacement of exterior insulation on air make up units – Wonderland facility
10.3 – Shop and Garage Equipment
Projects in the Shop/Garage Equipment program which have been completed to date include:
- Ongoing replacement of tools and toolboxes for mechanics at both facilities
- New caliper cranes at both facilities
Other – Ministry of Transportation Regulatory Amendments
A standing item on the annual Work Program is the monitoring and compliance with all Ministry of Transportation (MTO) regulations and amendments. Facility audits performed over the past quarter had no violations found for safety or non-safety related issues. London continues to have an excellent rating in regard to any on-road violations. London will still be utilized as a training facility to all new MTO officers as needed.
