Background

The following report is provided as an update on major Planning projects as set out in the 2025 Work Program that are ongoing in nature and/or were scheduled to commence and/or be completed over the second quarter of 2025, with the lead on same being the primary responsibility of the Planning department.

1.1b- Implementation of the 2025 Conventional Service Plan

Work continues to prepare the 2025 Conventional Service Plan changes for implementation effective August 31, 2025. To date:

  • ride Guide maps have been updated with printed maps in house mid-August
  • schedules have been updated and work pieces cut for the Operator signup which was posted on June 27
  • new bus stop locations have been approved by the City of London for installation, with new contract for the new accessibility pads awarded
  • new bus stop signage has been ordered to be installed with advance notification signage for passengers

All required elements for the implementation of the fall service are well on track for the August 31 start date.

To assist passengers with the service change implementation, staff will be on site at Wonderland and Sarnia the first week of September to help passengers navigate the routing modifications on Route 10 and advise of the new Route 127.

As set out in Staff Report #3, there are currently ongoing challenges with bus availability which may impact service levels when the fall schedule takes effect. Should there be a shortage of buses available, a plan has been established to identify routes/runs that can be removed from service to have the least impact on passengers as possible. Routes that provide additional service along the same corridors (i.e. express routes, short-turn routes etc.) would be identified as the first routes to consider removing some or all of the service as passengers would continue to have travel opportunities along the corridor. Routes with high frequency are also prioritized to remove some of the service to reallocate to other areas. Priority is given to ensuring that service is not entirely removed from an area to continue to provide transit options across the city should buses not be available for service.

1.5- Inter-community Transit Service Integration

London Transit continues to work with a number of communities outside of London that have introduced transit services between their communities and the city of London. Planning staff have assisted with route planning, creation of schedules as well as working with the administration from the various communities to determine the best bus stop locations for these services to ensure viable connections to LTC services, noting that the majority of the communities introducing this service do not have previous transit experience.

The table below sets out the current communities that London Transit has worked with in integrating inter-community transit into London.

10.7 – Transit Master Upgrade

In 2024, the Transit Master Automatic Vehicle Location and Communication System (AVLC) was upgraded. The system provides information to Dispatchers and Inspectors with regards to where a bus is at a given time and allows for Operations and Planning staff to review incidents regarding on-time performance, vehicle locations etc. as part of investigations. Additionally, the system allows information for detours, stop closures etc., to be sent to both Operators and the public to advise of service impacts.

As part of the Transit Master upgrade, additional functionality for displaying detour routings and temporary stop locations on the public facing real-time site were scheduled to be available in the first quarter of 2025. Work continued through the second quarter and progress was made to address outstanding issues including the ability for the detour traces to appear and be removed from the public facing Infoweb as the detours are put in place and removed as opposed to having to wait until the next service day. To date, the upgrade has been deployed into the production environment, however issues are still being addressed to ensure that all detours are showing on Infoweb. Work will continue with the vendor to ensure this issue is corrected as soon as possible.
